HD Updates

v2022.02.09 "Hydrant CE Update"

This update adds the Hydrant Bag and Tool Box to the HD Fire Apparatus Fleet in preparation for the Hydrant CE Release.
It also adds compatibility for the Hose Line Drop Feature. For additional changes please check the individual vehicle and item changelogs.
